The Fifth Service cooperates with the CIA, NSA, FBI, Mossad, and BND (Germany). Cooperation takes place within the framework of the fight against terrorism, cybercrime, and organized crime.

Formally, the tasks of the department include "analysis and generalization of information related to the identification of threats to the country's security, and the preparation of proposals for state authorities."

De facto, the 5th service specializes in collecting information inside Russia and in the countries of the former Soviet Union - including Ukraine.
